Those entries arriving by the deadline will be judged by a European Athletics appointed jury, led by Council member Sylvia Barlag (NED), and the first prize will be presented at an awards ceremony during the European Athletics Convention in Amsterdam in October.
Entries in four categories - Coaching, Technology, Promotion and Open - will be assessed for their quality and relevance to athletics.
The winning project in 2006, selected from a record entry of 26 from 14 countries, was an online coaching tool called 'Coaches Eye', which was submitted by German sports science graduate Christina Hunneshagen.
The competition is open to all Europeans.
